May 31, 2018 is the REACH registration deadline for all relevant chemical substances that are to be manufactured in the EU or imported into the EU in quantities of more than 1 tonne a year. Shin Dorn has completed the registration at REACH for its vinyl glue (used for inflatable repair). Our clients who intend to import vinyl repair glue kits to the EU market can request REACH Certificate of Compliance from Shin Dorn.
REACH is a European Union regulation for “Registration, Evaluation, Authorization and Restriction of Chemicals”. It requires all companies that manufacture or import chemical substances into the EU market in quantities of one tonne or more per year to register these substances with the ECHA (European Chemicals Agency).
Once the registration is successfully completed, a REACH registration number (01-xxxx-xxxx) for each substance would be assigned to the registrant. This registration number serves as direct proof of the completion of registration and can be communicated down the supply chain to avoid duplicate registration. With this registration number, the registrant (e.g. a manufacturer, a supplier, or an importer) can place products containing this substance on the EU market. In other words, products without a registration number are not to be sold on the EU market.
Importers/distributors who have not applied for REACH registration by themselves may ask their supplier to disclose registration number to prove the completion of registration. Importers/distributors may ask for the permission of the supplier to use this registration number on their certificate. That is, a REACH tonnage coverage certificate can be provided to get the imported goods certified.
Vinyl repair glue for inflatable articles contains substances that have to be registered under REACH. As a supplier outside the EU, Shin Dorn has appointed an Only Representative to carry out and complete the required registration of the substances. By June 2018, Shin Dorn has also updated SVHC testing to cover the latest 183 substances on the candidate list and 8 substances on the public consultation list.
If your company intends to import vinyl repair glue or vinyl repair kits into the EU market, REACH compliance would become an issue if any of the substances to be registered might exceed the quantities of one tonne per year. Clients can carry out the registration by themselves, although it makes more sense to obtain a certificate of compliance from the supplier.
